CRITERIA FOR RECOGNITION AND ACCEPTANCE OF MEMBERSHIP FOR NATIONAL, REGIONAL AND CONTINENTAL GOVERNING BODY
THESE CRITERIA DO NOT APPLY FOR PRIVATE COMPANIES AND ASSOCIATIONS (IN THE CASE OF ASSOCIATIONS ONLY PROMOTING COMPETITIONS ALREADY UNDER THE UMBRELLA OF A NATIONAL GOVERNING BODY IN ITS COUNTRY), REQUESTING TO BE AFFILIATED TO WESCO, FOR THESE PRIVATE COMPANIES THE AFFILIATION IS FREE OF SOME OF THIS DOCUMENTS AND THE COMPANY SHOULD ONLY FILL IN THE AFFILIATOIN FORM ON THE WEBSITE
In addition to the criteria set forth herein, there is a need for improvement of these criteria throughout membership affiliation requisition, thereby saving understanding of the possibilities of each applicant or recognized member due to their local culture, administrative and economic situation in the country, among other factors that are taken into consideration when observing each member and their annual activities.
FOR THE RECOGNITION OF A NATIONAL ELECTRONIC SPORT GOVERNING BODY
DOCUMENTS, ACTIONS, LAWS AND GOVERNMENTAL ACTIONS IN PRIOR EVIDENCE
(*) Some of these documents can be presented after the affiliation and membership, in a commitment of achievement over the period of one year, for re-evaluation, if they are still under construction.
WESCO now recognizes an entity (or organization) intending to occupy the position of electronic sports administration entity for a given country if the following administrative, operational and financial conditions and criterias can be documentary presented and evidence:

Country Sovereignty
Understanding of the current legislation of each country and its regulations for registration and future recognition of sport category management entity, and the processes that must be followed and documentation that must be presented to that government, always respecting the sovereignty of each country. and its laws and regulations for these entity recognition processes

Country's Sports Model
Respect and recognize it will be a non-profit entity, or entities for profit purposes (such as a private company), regardless of the nomenclature of this entity (association, private company, confederation, conglomerate, federation, etc.), but still it is the acceptance procedure from its national govern of that country in accordance with its laws and regulations, that will represent the esports nationally

List of Documentation (*)
Require following the documentation for affiliation protocol and further recognition:
- Statute (for non-profit entities)
- Articles of Incorporation (in the case of for-profit entities)
- Company Registration in Government (entity registration number)
- Bylaws of the Entity (General Rules)
- Code of Sports Ethics
- Code of Ethics for Administrative and Financial Transparency
- Minimum date of creation, registration and start of activities at least of 1 (one) year
- Documentary proof of promotion, educational and professional activities, or one of them and justification of non-activities in any of those areas
- Developed contact with politicians (deputies and / or senators or similar) to create development towards the recognition and maintenance of national and regional electronic sport and its public policy
- Support or elaboration of a Project Law for national or regional esports Legislation and further Regulation
- Contact, dialogue and / or recognition by the Federal Government to be recognized as a national entity for the administration of electronic sports, when possible and within the current legislation, or contact with the Federal Govern so that joint activities can be started in favor of esports.
- Contact, dialogue and / or recognition of the National Olympic Committee, to be recognized as a national governing body of electronic sport, when possible and within the National Olympic Committee's standard of recognition.
- Financial statement, if any, presented in documentary form
- Accounting balance, if any, presented in documentary form
- Proof of financial viability (document signed by the entity's president and chief financial officer and statement of financial position, if any, following the model presented by WESCO on financial viability to keep the entity operational and existing)
- Proof of operational viability (competition projects, educational projects, social inclusion projects, etc.)
- Planning model, actions and procedures for maintaining the Administrative and Financial Compliance and Transparency Department (or like a department)
- Creation (or its start) of at least the following commissions: Committee of Athletes, Committee of Referees, Committee on Education, Social Development Committee, Technical Committee, the Ethics Committee
- Creation (or its start) of at least the following Departments: Anti-Doping Department, Electronic Sports Health and Excellence Department
- Creation (or its start) of the Superior Court of Electronic Sport
- Creation (or its start) of the Dispute Resolution Chamber or Arbitral Chamber of Electronic Sport
- Creation (or its start) of at least the following Councils: Fiscal Council (Audit Council or Committee), Regulatory Council (Laws, Regulation and Rules Committee)
- Anti-Doping Department Rules and Regulations
- Rules and Regulation of all Committees and Councils
- Partnership with one or more educational institutions, class representation institutions, government institutions and/or social development institutions

Two Entities from Same Country
In case of two entities from the same country/regional, WESCO prioritizes entities that already have work in progress, established dialogue with the federal government, and / or recognition or certification issued by the federal government. Secondly, in the evaluation, we will consider work in progress, established dialogue or recognition in the National Olympic Committee.

Governmental Recognition Prioritized
Regardless of the dialogues or acknowledgments issued by the National Olympic Committee, consideration will be given to the time of establishment / establishment of the proposing entity, as well as the activities already undertaken, commitment to its internal infrastructure, the electronic sports ecosystem of its country, and their development in the years of its activities presented in various documented actions. If there is already such establishment, infrastructure, among other points, WESCO will recognize the entity thus presented to the detriment of the newer entity, and without actions and activities, that may be recognized by the National Olympic Committee, thus preventing possible favoritism, influence, or abuse of political power, illegal movements and most important: destroying the electronic sports ecosystem already created in the country/region.

Two entities of the same country and one Govern Recognition
Regardless of the dialogues or acknowledgments issued by the National Olympic Committee, consideration will be given to the time of establishment / establishment of the proposing entity, as well as the activities already undertaken, commitment to its internal infrastructure, the electronic sports ecosystem of its country, and their development in the years of its activities presented in various documented actions. If there is already such establishment, infrastructure, among other points, WESCO will recognize the entity thus presented to the detriment of the newer entity, and without actions and activities, that may be recognized by the National Olympic Committee, thus preventing possible favoritism, influence, or abuse of political power, illegal movements and most important: destroying the electronic sports ecosystem already created in the country/region.

Govern Recognition vs Olympic Committe Recognition
The governmental recognition prevails above the recognition of the National Olympic Committee, because the federal government deals with the people, and should maintain sports policies for the population of that particular country, the maintenance of sport as a social good, in the formation of the citizen, while in our understanding, by greater and more perfect than the values of Olympism are (which we follow, support and use in our actions directly), and of the Olympic Movement, the Olympic Committees are a private entity, just like us and so many others, who nationally manage the interests of that movement, under the umbrella of the International Olympic Committee, also a private non for profit entity, not a national government entity dealing with the interests of the local citizens.

Neither Govern nor Olympic
In the absence of such certification, and if there is more than one national entity, we will consider the first to carry out complete documentary proven actions and activities for electronic sport and to have the necessary and/or most complete of the documentation required here.

The beginning of the recognition and affiliation process at WESCO begins when filling in the online form and submitting it to us. Other steps may be required as well as the requirement for other documents while the tenderer's assessment and documentary assessment are carried out.

LACK OF DOCUMENTATION
The need for the proposing entity to submit each of the documents required here is weighted, and this entity may justify the lack of certain documentation for particular reasons inherent to its reality in your country, this will be taken into account at the time of verification, evaluation and documentary verification. However, the most complete the documents sent to WESCO, the faster the evaluation, and the greater the chances of the entity being affiliated, especially if more than one entity per country submits its affiliation requests.
Punctually WESCO will address the membership request acceptance by the regional and continental esports management entities , in a specific way and out of documentation standards presented here as long as these entities are formed by national bodies authorities following the criteria here with the minimum of 3 participants already accepted members at WESCO.
REGION UNDER THE UMBRELLA OF A REGIONAL AND/OR CONTINENTAL GOVERNING BODY
If national entities apply for WESCO membership, and their countries of origin are already covered by WESCO-affiliated regional and / or continental electronic sport management entities, these national entities will also be submitted to these regional / continental entities for membership, this action is required by WESCO and we wil provide a letter of request to be presented to the continental and/or regional governing body under our umbrella.
LITIGATION ABOUT NATIONAL GOVERNING BODY OF A CONTINENTAL/REGIONAL ENTITY
If a newly formed regional / continental entity already recognizes a different national entity than the WESCO recognized entity and this regional / continental entity wants to become a member of WESCO, the regional / continental entity will be in contact with our nationally recognized entity for dialogue. The affiliation and recognition of this regional / continental entity in WESCO will be impossible until the national recognition situation is regularized.
